FEMA is out of cash, but they’re still covering some flood damages in Vermont

Significance: As of August 2024, FEMA cannot pay local and state government to fund infrastructure repairs because Congress has not yet passed a budget.

Description: FEMA has been operating under Immediate Needs Funding, which means they cannot support repair projects until Congress passes a budget, but they can support the individual assistance program. Under Immediate Needs Funding, FEMA can support “lifesaving and life-sustaining measures” and the individual assistance program.
